STM32H723ZG over current. Led 6 and Led com CN1 usb hub glowing red light.

My Stm32 board led 6 and com CN1 led keep showing red colour led when plug in usb when at stlink mode. This make me can't debug or upload any code into the board. On the other hand, when the board connect vcc in exit mode it can function normally. Does this mean my laptop usb hub make the board short and I can't upload code into the board any more? Can anyone help me to solve this problem? Because I need this board to work back in urgent due to robocon competition is nearly in the corner.
