We have released stm32flash 0.4 at https://code.google.com/p/stm32flash/

stm32flash is an open-source, cross-platform tool for communicating with the STM32/STM32W built-in serial bootloader. It supports UART and I2C transports, and optionally GPIO signalling to enter bootloader.
