I could not re-flash STM32L432KC, now my IDE is not recognizing it. I feel there could be issues with the bootloader. My question is can I program bootloader? Is the bootloader part of hardware or can it be updated?

Bootloader is in ROM and cannot be changed. It's also unlikely to be the problem.
