Can the ROM bootloader in the STM32H7 be configured to use the high speed USB interface instead of the full speed USB interface?

It can do only what's indicated in the AN2606 app note.

The high-speed modes typically use an external PHY, adding to the complexity.

Generally the ROM is designed to handle a sub-set of functionality to provide a limp-home type recovery mode/method that's only dependent on what's within the chip, and not dependent on external circuitry and board level complexity.
