When posting schematics, you should bear in mind that someone will need to review them within a reasonable amount of time. Light blue and light yellow text on a white background is practically impossible to read. And if you have also omitted all connecting lines and the person trying to help has to click on every connection to see where it leads, their enthusiasm for helping you will quickly dwindle to nothing.
However, since you have not provided any further information apart from the practically illegible schematics, the only possible answer to your question as to whether a high inrush current is attributable to the circuit is:
either the circuit
or incorrect installation of the devices
or short circuits

It sure is.
VCAP should not be tied to 3.3 V. It should be bypassed to GND with a 2.2 uF capacitor. This is covered in the datasheet and the hardware design guide.
