Do you have an ST-LINK, or a board with one on it?

The STM32F334C8 is a chip, it doesn't inherently come with a debugging pod.

If you have Discovery board, make sure you can see it in Device Manager, check the cable, try another.

Depending on the operating system it can take a while to load the drivers for the ST-LINK once it switches to update mode.

Do you see it in DEVICE MANAGER?

Did you get a pop-up indicating it was searching for a driver? Or does Device Manager indicate it hasn't found/associated a driver with the ST-LINK ?

Once it has a driver, click Refresh and see if it shows up in the update application.
