I deleted and installed it over and over again and the gdb file also stops. What is the problem? I don't really understand.

Did it work at one point and then stop working?

Stm32f103c8t6 and stlink v2. I can't get in from the very beginning. Stlink utility and cubeprogrammer are working. I do not understand the reason in any way.
