Read it how? Do what with it?

It is a pretty simplistic ASCII file format from the late 1970's, can you use basic C FILEIO to read it?

You want to download from an existing STM8500 to clone/copy it? Do you own the IP? Is it protected? Can you use an ST-LINK with ST-LINK Utilities or STM32 Cube Programmer to pull the content? Do they indicate they can't connect?

After all, all files are HEX format - you cannot store anywhere a binary value alone.
