RHFL4913A datasheet short circuit current vs. Rsh

Section 7 Typical Characteristics of the RHFL4913A datasheet contains Figure 44 and Figure 45. These figures state the output voltages used to generate the plots but don't mention the input voltage value. Can we assume that the input voltage is 2.5V for Figures 44 and 45 since the output voltage is 0V when the output is shorted circuited and Vi = Vo + 2.5V from section 4 Electrical Characteristics?
