    What is that part supposed to be ?

    I think not a STM32 microcontroller.

    The number code "170HV" sounds suspiciously like that adjustable 1.5 .. 30V voltage regulator, with HV for horizontal-mount TO220 casing.

    Casual googling yields hints that the former is an unusual power transistor which appears to never took off, the latter being a video decoder chip, both more than a decade old.
