HAL Documentation PDF Table of Contents

Would it be possible to make the table of contents in the HAL Documentation PDFs more useful? Currently it looks like this:

It would be way more useful if section 49.2 had headings in the table of contents for each function, like 49.1 has for each structure. I'm not sure why all the functions are lumped under one heading.
