COM Ports on STPC with Windows CE 4.2

I am a current user of the board running Windows CE 4.2. I have problems setting up the registry for enabling the two serial ports. My current registry indicates I have the Com16550.dll driver loaded. But when I try to open the com port in Windows, I get a bad handle. Anyone with help. Thanks.
