stm32f103 tim input capture ov and iic question

1: I want capture wave every length,but in cap interrupt tim flag, i so puzzled abort that,  is  overflow judge first  or cap flag judge first,  like this, when one interrupt enter time(flags not yet judge), almost at the same time the other on flag be setting, how can i  do !  because i can't know which interrupt occur first.

2: iic question

is no problem to normal use iic control eeprom,but when i  at front read/write iic take away eeprom, it will start err,ok  no problem,but i connect the eeprom at err later(i also attempt software reset/clear flags etc),  when i start iic  again,the start err also occur. i measure the bus level found bus is low level, except reset  i can't set the bus to high level again.
