STEVAL-POE005V1 powering problem

Hello. I am using 70 Ohm load to test STEVAL-POE005V1 board.

Without load board indicate T1,T2,T3 leds and D2 blue led is on. 54V out. When i connected load - everything works well.

But when i try to connect load before powering board throught ethernet cable - out V=2.5V, blue led is very small light and PM8805 chip is very hot. T1,T2,T3 leds are on.

Tell me please why this occure when i hot start board.
