l6566bh-based smps design is failed to start up

we have designed a wide range FlyBack SMPS (200VAC-->420V AC Input) multiple output (26V 4A)
but our system couldnt start up and ıt stuck to burst mode despite of havıing 0,5A ldummy load alwasys connected to the output of the smps.
the Vgs signal (purple ) and Vcomp signal (orange) is plotted at the attached file
