How to identify BLDC motor is rotating or in steady state using STEVAL-SPIN3202 board

We need to identify BLDC motor state(rotating or steady) when board power up.

The issue i am facing is, BLDC motor stops with ****, due to initial init functions.

Is there any way to identify that bldc motor in rotating state or steady state, from software it self.

Scenario

1. Start bldc motor with 4000 RPM.
2. Cut off Board power.
3. Wait 2 seconds.
4. Power up board again.

output:

BLDC motor immediately stops with solid J E R K (like disk breaks).
