There is no such thing as “best” - you’ll need to describe what you want from it before anyone can suggest what fits that requirement.

 

Rather than simulate, why not just use an actual device?

A NUCLEO-F446RE is inexpensive, and comes with built-in ST-Link - so you have full visibility and control of the code running in the chip.
