ST Visual Develop crashes when starting Tools -> Programmer

I have been using ST Visual Develop with the STM8 Cosmic Compiler on a Virtual PC with Win10 for months.

Now I want to use it on my normal PC (also Win 10 64 bit  Version 1709), CosmicCompiler is working but I cannot program the code on the target (see picture), this  happens a soon as I open in the menu Tools->Programmer.

I installed the ST-Link utility and the ST Visual PÜrogrammer, both can be started. The ST-Link V2 is correctly shown in the Device Manager of Windows.

I re-installed ST Visual Develop but this doesn't help.

Any ideas what is going wrong?
