Can I use both ATAPI and Local bus at the same time as ATAPI is on ISA bus?

No. The ISA and Local Bus are mutually exclusive modes of the STPC. They are selected at the time of the boot and therefore cannot be used at the same time.

ATAPI interface is on the PCI bus (not on ISA) and is always available. What is not possible is to have both ISA and Local Bus at the same time.
