Connecting I/O pins directly to ground

The ARM9 datasheet recommends connecting unused I/O pins to ground (rather than through resistors?).

There could be a situation where the software engineer incorrectly configures an I/O pin (it happens :) ) to output mode.

Can these I/O pins not be set to output mode in software at startup. I know there is small period of time at startup when the I/O's are not configured, and could be susceptable to noise. Is there more danger of the core being upset due to noise on the STR9?

I suggest to use pull-down resistor and not to connect unused pins to ground directly
