Are JTAG debuggers from diff vendors interoperable?

Hi all,

I am confused about the JTAG interoperabilty issues.

Lets say I want to use a JTAG debugger h/w from Raisonance with IAR-EW. Is it possible to do so?

Is the JTAG interface fully standardized untill the uppermost layers so that full interoperability is available?

Actually I am using STR910-eval with IAR-EW kick start edition and searching for a JTAG programmer-debugger for this combination.

I will highly appreciate any suggestions in this regard.
