Is the decision tree running on the ISM330DHCX or on the microcontroller? Is the ISM330DHCX able to work independently from the FW loaded in the host microcontroller?

The MLC is running completely on ISM330DHCX. The only thing needed from the host microcontroller is to program the sensor at every power cycle since the sensor it is not provided with a programmable flash memory. If the host microcontroller can program the sensor with sequential writes via IF (i2c, SPI, etc...), host FW is not playing any role with MLC.
