(Please let me know the Parts ST26C31BN(4/0 Driver RS422, RS485 16-PDIP) is Active/Discontinued. )

The package variant DIP-16 (ST26C31BN) is indeed discontinued, the other two variants ST26C31BDR and ST26C31BTR are still in production.
