Question about STuW81300 RF output：noise and power。。。

I have designed a frequency source by using Stuw81300.

1�?if I open the ouput of oscillator, a fixed low frequency noise will arise,

if I close the ouput of oscillator,the noise will not arise. I dont know why.

2�?the output of the power is lower than datasheet.
