Distinguish ST Publications from User questions

We went through this on the old forum:

 

We’re now back to the situation where an announcement, article, etc from ST looks exactly the same as a User question:

 

There needs to be something that identifies this as Not A Question.

 

Not particularly urgent, but something to add to list for “next stages” ...
