We are using this MFG# STM32L496ZGT6 for new design and the project is due to completed Q4 this year and now we can't buy the part. Is ST plan to Permanently Discontinued this part?

There is a global chip shortage. Demand is far outpacing supply. The part is not discontinued, but is unlikely to be in stock anytime soon.

Might want to focus on chips you can get rather than the one you want, unless you can afford to wait a year or more to have them.

Your purchasing dept should have got your orders in earlier, lead times are quoted at 45 weeks, and all free stock has been scooped up at this point.

So not discontinued, but production is going to focus on clearing backlog of orders they have on the books.
