Is there any reason why I could not (or you recommend to not) short the Vcc (pin 1&2) and Vdd (pin 19) lines on the ST-Link/V2 programmer during development? I would prefer to power the target application board, via the programmer, during development to eliminate the need for an external power supply.

Thanks

Just be cautious, the pin 19 usage is a non-standard, and SEGGER's J-Link pushes out 5V on this pin.
