FPGA and some logic chips provide a "keep" properity on GPIO. Keep means that a weak buffer drives the level seen on the GPIO pin back to the GPIO pin itself. It is the similar like switching manually the PUPDR to low with IDR low and to high with IDR high. PUPD "11" is marked as reserved in present chips and could be used for that purpose.
