Dealing with Timers

Hi 
i'm begginer in STM world, that's y i'm facing Problem in dealing with stm32 TIMer's.
and really i can't understand.y we use TIMers.

that's y i'm dealing with this code below (REALLY i can't understand what i have to put in /*configure TIM7), ALSo there is a an interupt and i can't fill it the right codes to make my pro work
