making a Timer delay???

Hello,
I am trying to make a program that make delay using Timer

 (blinking Led on pc8 for 2 seconde then blinking both led pc8&pc9 for another 2 seconde upon Timer (TIM7) activation  ) and this without using delay function. could some one help me 

(I think TIM7 and maybe  used).
