STM32F746G-DISCO, CN14 power question

According to UM1907 I can power the board via ST-LINK USB connector (CN14) if the host PC can deliver 500mA. My board doesn't start using CN14 connector. When I power it from the same USB via usb_fs (CN13) or usb_hs (CN12) the board starts.
Jumper on JP1 connector is installed correctrly according to the power supply choice.
Is it ok?
One more thing. When I connect the board via ST-Link USB connector, STM32 STLink device appeared but "the drivers are not installed", while connecting STM32F4discovery to the same connector works fine.
Is ST-Link broken?
