ST-Link won't run stand-alone on Windows 7

I was interested in trying Espruino software on an STM32F4 and downloaded ST-Link.
Unfortunately, when I try to run STM32 ST-Link Utility.exe I get a dialog
"This application was unable to start correctly ()xc000007b). Click OK to close the application."

Am I invoking it correctly? Or is there some sort of setup I need to do before starting up?
The IAR embedded workbench seems to have no problem dow loading to this board.
