M24C04 has an overall size of 512 bytes (4kbits). How can I directly address its second half given that the memory address has to be given on one byte only?

I assembled the LED control board by UM0670 User manual. 80 W offline LED driver with PFC. Everything works great, only dimming at a frequency of 200 Hz flickers. Attach video. I did everything according to the manual. How can you fix this problem?
