perhaps your board or chip is non functional. What error specifically is reported?

Is the chip powered?

Is it correctly orientated?

Is VTarget ​of the ST-LINK powered?

Is this an authentic standalone ST-LINK or something else?

If a NUCLEO or DISCO board is the ST-LINK disconnected from the local Target MCU?

I'd connect up NRST.
