ST Link Utility cannot detect target

Hi.

In the following environment, I could connect and write the program without problems.

- STM32 ST-LINK Utility (Unknown version)

- ST-LINK/V2

- STM32F030C6T6

- Windows 7 32bit

But in the following environment, I can not connect with ST - LINK Utility.

- STM32 ST-LINK Utility (latest version)

- ST-LINK/V2 ISOL

- STM32F030C6T6

- Windows 10 64bit

ST - LINK / V2 connects the following pins to the STM32.

- Pin 1:VCC

- Pin 7:SWDIO

- Pin 8:GND

- Pin 9:SWCKL

- Pin 15:NRST

If turn on the power to the microcomputer side and start up the ST - LINK Utility and connect it, the following error will be displayed.

'Can not connect to target!

Please select 'Connect Under Reset' mode from Target -> Settings menu and try again.

If you're trying to connect to a low frequency application, please select a lower SWD Frequency mode from Target -> Settings menu.'

When setting to 'Connect Under Reset', the following error is displayed.

'Can not connect to target!

If you're trying to connect to an STM32W1xx device, please select Normal or HotPlug mode from Target -> Settings menu.'

Please tell me how to deal with this problem.
