CPU_TAP_ID how to read this register

It seems simpe but, it is not.

How can I read CPU_TAP_ID register? I can be access only afer connecting debugger but how can it be read?

It's printed when the debugger connects. Look for a line similar to:

Info : device id = 0x100f6413
