STM32Cube_FW_F7 can not setup USB HS properly on some devices

STM32F730 and STM32F722, might be more other variants updated usb hs otg register map, added ULPISEL bit in OTG_GUSBCFG register. However, it is not going to be set when choosing external hs phy in cubemx. The problem causes external phy not working at all.
