HAL legal notices

Hello,

I do not know if this question was asked here before so i will apologize in advance for spamming.

I want to build an application which is based on the HAL libraries and i do not know if i can use this libraries for free or there is some legal notices attached to it. Does anybody know something of this subject?

Don't the release notes (STM32Cube_FW_L4_V1.14.0\Drivers\STM32L4xx_HAL_Driver\Release_Notes.html) say

Licensed by ST under BSD 3-Clause license (the "License"). You may not use this package except in compliance with the License. You may obtain a copy of the License at: https://opensource.org/licenses/BSD-3-Clause

Other stuff was under assorted "Liberty" licences, where you get to use it for free, but own ALL issues/liabilities arising from your use.
