Please select "Connect Under Reset" mode from Target->Settings menu and try again.

If you're trying to connect to a low frequency application , please select a lower SWD Frequency mode from Target->Settings menu.

Unlike STM32 MCUs, the STM32 MPUs are not flashed using JTAG/SWD, so when using STM32CubeProgrammer you must use USB (and the board should be in serial/USB DFU mode).

JTAG/SWD is only used for debug purposes (e.g. with STM32CubeIDE).
