I have an STM32 Nucleo 32 (F303K8) and was able to use it before. But 1.4 doesn't seem to recognize the boards. I even connected STLink-v2 device and even that did not get identified.

Starting STM32CubeIDE 1.4.0 ST-Link server driver is required. Have you installed it ?

Takes care if updating (Thnaks Help>Check for Update) from some release to 1.4.x such drivers are not managed. Only fresh install starting from installer is supporting such.

By the way consider 1.5.1 latest release if possible doing fresh install.
