Stlink-v3 does not support USB 1.1 (wrong packet size)

If connected via USB 1.1 the maximum packet size should be 64. However the stlink-v3 sets the maximum packet size to 512.

From dmesg:

 usb 2-1.3: config 1 interface 0 altsetting 0 endpoint 0x81 has invalid maxpacket 512, setting to 64
