ST10F276Z5 - ST10 Flasher: "Bad acknowledgment value"

I am attempting to connect to an st10f276z5. I have power and ground to the device, PL0.4 tied low, and PL0.5 tied to 5V. ST10 Flasher produces a 'Bad acknowledgement value error. 0x?? instead of 0x5A' Where the read value 0x?? seems to come up different on every attempt. 0x00, 0x5E, etc.

I am using ST10 Flasher v2.4b, I suspected the issue was the lack of proper monitor file. Currently I have: 001, 002, 003, 004a, 004b, 006, st10noflash, startchipid

If I'm missing the required monitor file where can I get this? If that isn't the issue what else should I be on the lookout for when setting up to connect? I have been able to successfully connect to and program several ST10F276Z5Q3 so I suspect my serial interface and wiring are correct.
