Complementary output PWM low can not sink current

I used TIM1 to generate complementary output PWM signals. The EGR register is used to generate a COMG event to update the output signals. The output waveforms are good. But I found the output can't absorb sink current when it is low, a 2k pull up resistor will cause low voltage higher than 3V. Any one has any clues? Thanks.
