I wrote a litte cubeide program for testing on my nucleo f103 board.
Ide says:
Error in initializing ST-LINK device.
Reason: (4) No device found on target.
Same thing was working in attollic ide without problem.

One often wonders what sort of testing/validation schemes/methods ST employs when delivering software solutions....

Could you paste the gdbserver log?
It's enabled in the debug configuration in the "Debugger" tab at "Log to file:"
