STM32F4Discovery GPIO

I am trying to use GPIO Pin PE9 and PE10 as outputs to a system.  From using the STM32L1Discovery Board I know that the GPIO Output voltage should be 3 V.  But when I am using the F4 BOard my output on PE9 is 2 V and PE10 is 1 V.  When I make the pins low, I am reading 7 mV so I know that the pins are turning on, but does anyone know why I am only getting a 2V output?

The pins don't have any other utilization on the board.

Consider how you have them configured.

Consider how they are loaded externally.
