Yes, well that does look rather odd, and the option bytes, at least from a skim of the manual look correct, ie Read Protection not protecting 0, and Write Protect not enabled on any. Were you doing something with it prior to it getting in this state? Does cycling the power help? Keil seems to be loading an older version of the DLL, might want to also double check if option bytes are included in the flash algorithm dialog. You could try a different JTAG pod, or see if there are any STM32 JLink tools in the Segger directory.
