we need activation of iwdg  active only in normal mode, deactive in stop mode.

Even in HAL drivers is written:

(+) Exit:

 

        (++) By issuing an interrupt or a wakeup event, the MSI RC oscillator is selected as system clock.

 

It's not true, because even IWDG will make a reset in this mode which is so bad and can't be avoided in any way.

No, it can be avoided. Per the STM manuals there is something called the IWDG_STOP bit in the FLASH_OPTR register, which (if set) freezes the IWDG during stop. I'm actually digging through the forum looking for more explanation of what this means!
