halt mode current consumption vs HSE

Hello,

we are tuning current consumption of our PCB. Microcontroller runs from HSE 16MHz crystal oscillator. When I put it in halt mode, the consumption is 100uA. When I change clock source to HSI and put PA1 and PA2 to GPIO_MODE_OUT_PP_LOW_SLOW just before halt, it decreases to 20uA. Is there any explanation for this?
