Is there away to lower the shipping costs that exceed the cost ($8)  of the module ?

S&H tend to be harder costs. Buy locally, buy in quantity, combine orders with friends/colleagues, find a vendor with lower costs.

In the US shipping a box >13oz is going to run at least $5
