stm32l151 not transmitting

Hi, this is my first post and first time working on an stm, so I am a bit new to this. I have a circuit I have been working on as a hobby. When the circuit is receiving, it is getting data from a device, and when it is transmitting, it is charging the device. Something is wrong, and the frustrating part is that it compiles correctly. I am looking for advice on things to look into or to think about. I feel that general discussion on this will help me. Thanks a ton.

Welcome. Sorry but you have not given enough information for anybody to help you!

What is the circuit?

What is sending/recieving (USART, USB, I2C SPI)?

Charging - what are you charging?

Just because he code compiles - does not mean that the circuit is correct.

Does not mean that the core if configured correctly.

Does not mean the peripherals are configured correctly.

Frustrated - So are we - give us a clue!
